In a new chapter of the CEiH Sustainable Dialogues<\/a><\/strong>, Thomas Gonzalez-Cruz<\/strong>, director of the C\u00e1tedra de Empresa y Humanismo of the University of Valencia<\/strong>, has interviewed Jos\u00e9 Vicente Soler Giron\u00e9s, General Director of Sustainable Economy, <\/strong>who has 20 years of experience in Urban Economics and today puts all his knowledge at the service of the Valencian Community from the\u00a0 Generalitat Valenciana<\/strong>, where he is responsible for the study and evaluation of the Valencian economy; the guidance, planning, and monitoring of general economic policies; and the promotion of a sustainable economy and social responsibility.\u00a0<\/p>\n\n\n\n

Tom\u00e1s: It's clear that there's a growing interest from everyone (companies, consumers, associations) in social responsibility and sustainability. Could you tell us what actions you've taken recently or are planning to take in the near future from the Regional Ministry?<\/strong><\/p>\n\n\n\n

Jos\u00e9 Vicente.:<\/strong> First of all, thank you for the invitation to participate in these dialogues. The initiatives we are adopting in the Directorate General, in the Ministry of Sustainable Economy, Productive Sectors, Trade, and Labor, are diverse and very broad, aimed at specific productive sectors, especially industrial and service sectors, as well as commercial ones. And in the specific case of the Directorate General, what we have done in 2022 has been to improve the legislation regulating the aid line. At the beginning of the year, we published a modification to the order of regulatory bases to adapt it to current times, which we will now discuss, in terms of sustainability. reporting<\/em> non-financial and sustainability, to especially favor SMEs in the development of this type of instruments reporting<\/em> Non-financial and sustainability, to business associations and entities or those working in the field of sustainability, to disseminate methodologies, legislation, and all the latest developments within the framework of sustainability. And we are very pleased. I want to thank my colleagues at LABORA. We are very pleased because this year, in the area of aid, for the first time, territorial pacts and agreements for employment have benefited entities. As you well know, these are entities that embody the concept of social dialogue, which for me is also key within the framework of sustainability.<\/p>\n\n\n\n

"It is very important that public administrations ensure that the concepts of social responsibility and sustainability are not only present in the centers of economic and social power, but also throughout the entire Valencian economy."<\/p>\n<\/blockquote>\n\n\n\n

The employment pacts are entities that involve local governments, business organizations, and unions. They have also been beneficiaries, and we have had some projects presented by these entities. This refers to the line of aid and, secondly, to the nominative lines or actions we establish in terms of partnerships with certain entities. Obviously, university chairs. The C\u00e1tedra de Empresa y Humanismo is playing a strategic role in this regard, as are others such as the Chair of the Economy of the Common Good, the Chair of Valencian Economics, and the Chair of Feminist Economics. We try to project, through these chairs, that they disseminate the principles of sustainability and social responsibility. And also in 2022, for the first time, something we're also very happy about, and I want to thank the Valencian Federation of Municipalities and Provinces for their availability. We have established a collaboration agreement with this municipal entity of the Valencian Community so that in different Valencian cities (not the large cities, but medium-sized ones such as Onda, Sagunto, Sant Vicent del Raspeig, and Alzira), a training cycle on sustainability, best practices, and the role of finance will be held this year. And this agreement, which is new for 2022, I believe strengthens the instruments that we have implemented at the General Directorate because it allows us to reach the territory with the aid line. With the chairs, we reach companies, with social stakeholders, and with the agreement with the Federation and with the employment pacts, we reach the Valencian territory. It is very important that public administrations\u2014the Generalitat, the Regional Ministry, and the Directorate General\u2014ensure that the concepts of social responsibility and sustainability are not, so to speak, confined to the centers of economic and social power, but also, and this is very important for structuring the region, that they are embedded throughout the entire Valencian economic landscape.<\/p>\n\n\n\n

T: In the more specific area of sustainability. In the Valencian Community, we have Law 18\/2018 to promote social responsibility, and this law calls for the creation of a registry of socially responsible Valencian entities. What can you tell us about this? What's the status of its implementation?<\/strong><\/p>\n\n\n\n

JV:<\/strong> The idea that we have been working on in different areas of participation and dialogue, both internally in the General Directorate and in other Ministries, as well as in companies, economic and social agents, has been to implement a registry that allows us to contribute to the dissemination of social responsibility, that is, not a registry that, so to speak, only enforces what the law says, which it obviously does, but that is also a tool for companies to see that they have a claim on responsibility, an incentive to incorporate sustainability into their production model. (The Registry has already been approved through the Decree 200\/2022, of November 25, of the Consell, regulating social responsibility in Valencian entities<\/a>)<\/p>\n\n\n\n

I would also like to add that, thanks to the work we've done with the Chair and the Directorate-General, a relationship of trust and collaboration, we've included a system of indicators to measure sustainability in the Registry's perspective. As you well know, within the framework of the reporting<\/em> In terms of non-financial and social responsibility reports, there are different methodologies. And what we need is to allow the different methodologies available on the market to be included in order to prepare sustainability reports with rigor, judgment, and effort on the part of companies. And the indicators will also allow us, I hope, to standardize all the information contained in sustainability reports. I believe this is an added value we give to the project, where the key concepts of social responsibility, in addition to literature and reflections, will also contain objective contrasting elements such as indicators. We are hopeful that this Registry will be another tool for the Valencian business community, consumer associations, business organizations, and trade unions to participate in shaping and implementing sustainability in Valencian companies.<\/p>\n\n\n\n

T: Today, everyone is clear that the future challenges we face in terms of sustainability cannot be addressed solely through the action of public administration, through the public sphere. In this necessary collaboration between the private and public spheres, as a public official, what do you expect? What expectations do you have? What is needed from companies to achieve a European economy that is both inclusive and sustainable?<\/strong><\/p>\n\n\n\n

JV:<\/strong> What I hope is what we're already seeing across the regional government. The regional minister conveys this to us in internal meetings and dialogue with the Valencian business sector, and I, as director general, see it happening when I meet with business associations, when I have a query, or when I visit a company. And what's happening is that, despite the difficulties\u2014because there are difficulties in defining and specifying what sustainability is\u2014there's a clear desire to include it in the production process. I believe the 2030 Agenda has been a great success because it generates a strong consensus that businesses are an indisputable part of the solution to the climate, social, environmental, and economic problems we face in our society. As a result of the pandemic and the crisis caused by the war in Ukraine, sustainability cannot be a bargaining chip, but must be a tool for transformation, for solving economic, social, and environmental problems, and also for making businesses viable. And there are elements that give us hope, such as, I insist, business associations in the Valencian Community, in the regions, and in the counties, who see it this way and encourage companies to comply with the regulations. Obviously, we must comply with the regulations on environmental, economic, and social issues, but we must go further. Because challenges cannot be avoided, postponed, or denied; they must be embraced because, evidently, the results in terms of sustainability and improved conditions for the population are indisputable.<\/p>","protected":false},"excerpt":{"rendered":"
